Tennessee Mom Allegedly Told Stepfather How to Beat Children While Keeping Them in Filthy, Mold-Infested Home

A 36-year-old mother from Macon County, Tennessee, has been arrested and charged with three counts of child abuse and neglect after authorities discovered her children living in shocking and unsafe conditions inside their home.

According to an affidavit filed by Detective Robert Jacoby of the Macon County Sheriff’s Office, the investigation began on October 9, 2025, when he was contacted by a Department of Children’s Services (DCS) investigator and Sergeant Bryan Emberton to assist with a case at a residence on Highway 52 West in Westmoreland.

When Detective Jacoby arrived at the property, he was met with disturbing scenes described by both the children and responding officers. The affidavit states that the children told investigators the home was filled with trash, animal feces, and filth covering the floors, furniture, and bedding. They also reported there was no edible food in the house, with what remained in the refrigerator and cabinets described as spoiled, moldy, and unsafe to eat.

As the detective approached the home, he noted an overwhelming stench of animal feces and observed garbage scattered throughout the interior. The conditions, according to the report, were “unfit for human habitation.”

The children further alleged that their parents had made physical threats, with their mother, identified as Mindy Michelle Mooney, reportedly telling their stepfather to “make sure he hits them in the throat” if he disciplined them.

Authorities also learned that the children had been withdrawn from school and had not attended any form of education since September 1, 2025, raising additional concerns about neglect.

Following the investigation, Mooney was arrested and charged with three counts of child abuse and neglect. She was taken into custody and booked at the Macon County Jail, where her bond was set at $60,000.

Mooney is scheduled to appear in General Sessions Court on October 15, 2025, to face the charges. The children have since been removed from the home and placed under the care of child protective services, according to authorities.

Detective Jacoby’s report highlights the seriousness of the situation, emphasizing that the living conditions posed significant health and safety risks to the minors. The case has shocked local residents, who have expressed outrage and concern for the welfare of the children.

The investigation remains ongoing as officials continue to gather evidence and determine whether additional charges will be filed against Mooney or her partner in connection with the case.
