Texas Mother Allegedly Locked Her 22-Year-Old Special Needs Daughter in Backyard Dog Kennel

A disturbing video taken by a neighbor shows the moment he confronted an Anson foster mother who allegedly kept her adult daughter with special needs locked in a cage in the backyard. Kandy Thompson has been arrested and booked into the Jones County Jail on a charge of Injury to a Child, Elderly, or Disabled Person.

According to the Anson Police Department, the incident unfolded Saturday after a neighbor called for a welfare check. He reported hearing loud screaming coming from Thompson’s backyard and feared someone was in danger. When officers arrived, they found Thompson’s 22-year-old daughter, who has both mental and physical disabilities, inside a cage commonly used for animals.

Police say Thompson was seen abusing her when they entered the backyard. The neighbor, who wished to remain anonymous, shared the video he recorded with KTAB and KRBC. In the footage, the young woman can be heard crying repeatedly, saying “I’m scared” while trapped inside a chain link kennel covered with a tarp. Thompson can be seen in the enclosure with her before stepping out.

When the neighbor asks whether she keeps the girl in the cage, Thompson answers “yes,” claiming her daughter “destroys stuff and urinates on things.” The neighbor challenges her for several minutes before the police arrive, causing Thompson to walk away. The video then shows the neighbor comforting the terrified young woman, who continues screaming in distress.

He reassures her by saying “breathe,” “you’re okay,” and “this won’t ever happen to you again.” He also tells her he has heard her cries “so many times.” When he gently asks how often she is put in the cage, the young woman answers “a lot” and says it makes her feel like “she’s not worth anything.”

On Monday, KTAB and KRBC approached Thompson at her home after she bonded out of jail. She responded only with “can’t speak anything right now” before walking away. Another woman at the home insisted, “the truth is gonna come out,” and pushed back when told a video showed the girl in the cage, saying, “you don’t know what you saw” and “you don’t know what all is behind that, do you?”

The Western Observer reports that Thompson and her late husband cared for more than 50 children with special needs over several decades. However, the Texas Department of Family and Protective Services clarified that the couple did not foster children through their agency and must have been involved with a different program. Authorities have not released additional details as the investigation continues.
