After an initial stumble, House Republicans have advanced President Donald Trump’s expansive legislative package—dubbed his “big, beautiful bill”—through the House Budget Committee. The bill includes sweeping tax cuts, energy deregulation, and stricter border security provisions. It is now headed to the House Rules Committee for debate early Wednesday morning, with the GOP aiming for full House passage by Memorial Day.
Despite clearing the Budget Committee, the bill’s path remains rocky. Concessions made to appease hardline members of the MAGA faction—such as stricter Medicaid work requirements and a faster phaseout of alternative energy subsidies—were enough to get it past this early hurdle, but some conservatives still aren’t fully on board.

One of the most vocal skeptics is Rep. Chip Roy (R-TX), who has expressed reservations about the legislation in its current form. According to Punchbowl News reporter Samantha Handler, Roy is seeking further changes to the Federal Medical Assistance Percentage (FMAP), the formula that determines the share of Medicaid funding provided by the federal government versus the states.
Roy is also critical of a provision that would prohibit states from enforcing regulations on artificial intelligence for ten years—a measure that critics have described as a giveaway to OpenAI. The inclusion has drawn bipartisan criticism from several state attorneys general, who argue that it undermines state authority on emerging technologies.

“The next 24 hours could make or break the process,” Roy said, emphasizing his concern about both policy content and the procedural maneuvering around the bill’s passage. He took particular issue with plans to push the legislation through the Rules Committee during the early hours of Wednesday morning.
“I’m skeptical of going to Rules at 1 a.m. on Wednesday morning,” he added, also calling for the Congressional Budget Office to provide a full cost estimate before the bill proceeds any further.

President Trump, frustrated by the slow pace and internal party friction, lashed out at Republicans in a post on his social media platform, Truth Social. “We don’t need ‘GRANDSTANDERS’ in the Republican Party. STOP TALKING, AND GET IT DONE! It is time to fix the MESS that Biden and the Democrats gave us,” he declared on Friday.
Despite the president’s urgency, whether the bill garners enough support among conservative holdouts remains to be seen. The coming days will be critical as GOP leaders try to balance Trump’s demands with internal divisions and procedural hurdles.
